These Terms of Use (“Terms of Use”) govern access to and use of the Mission Safe Schools website, digital platforms, online resources, forms, tools and related digital services (“Platform”) operated by the National Council for School Safety (“NCSS”).
By accessing or using the Platform, you agree to be bound by these Terms of Use. If you do not agree, please discontinue use of the Platform.
These Terms of Use apply to all visitors, users, institutional representatives, schools, educators, professionals, partners and other persons accessing the Platform.
Mission Safe Schools is a national school-safety initiative of NCSS focused on strengthening institutional approaches to school safety through:
Policy;
Process;
People; and
Practice.
The Platform provides information and digital access relating to the Mission, including, where applicable:
Mission information;
Institutional registration;
Assessment-related processes;
NSSB information;
Resources and publications;
Events and conclaves;
Institutional stories;
Research and reports;
Forms and surveys;
News and updates;
Contact and enquiry mechanisms; and
Other Mission-related resources.
NCSS may add, modify, suspend or discontinue Platform features from time to time.
By accessing the Platform, you confirm that:
You have read these Terms of Use;
You understand them;
You agree to comply with them; and
You will use the Platform only for lawful purposes.
If you access the Platform on behalf of an institution or organisation, you represent that you have authority to act on its behalf.
The Platform is intended primarily for schools, educational institutions, educators, administrators, safeguarding professionals, organisations, government and civil-society stakeholders, parents and other persons interested in school safety.
Certain features may have additional eligibility requirements.
NCSS may restrict access to particular features where necessary for security, safeguarding, legal or operational reasons.
You may use the Platform for legitimate purposes, including:
Learning about Mission Safe Schools;
Understanding school-safety frameworks;
Registering an institution;
Accessing authorised resources;
Participating in assessments or programmes;
Registering for events;
Submitting legitimate enquiries;
Accessing publications and research; and
Engaging with authorised Mission activities.
Your use must comply with all applicable laws and these Terms of Use.
You must not use the Platform to:
Violate any applicable law;
Misrepresent your identity or authority;
Submit fraudulent information;
Upload malicious software or code;
Attempt unauthorised access;
Circumvent security measures;
Interfere with Platform operations;
Scrape, harvest or systematically extract protected information;
Reverse engineer or attempt to reproduce proprietary systems;
Upload unlawful, defamatory, obscene, threatening or harmful content;
Infringe intellectual property rights;
Collect personal information of children without lawful authority;
Use Platform information to harm or exploit children;
Impersonate NCSS or its representatives;
Misrepresent NCSS's relationship with a government authority;
Use NCSS branding without permission; or
Use the Platform for any fraudulent, abusive or malicious purpose.
NCSS may suspend or terminate access where it reasonably believes that prohibited activity has occurred.
NCSS seeks to provide accurate and useful information.
However, information on the Platform may include:
General information;
Educational resources;
Frameworks;
Research;
Opinions;
Institutional information;
Third-party information; and
Information that may change over time.
Information on the Platform should not automatically be treated as:
Legal advice;
Government notification;
Statutory certification;
Professional advice;
A legal compliance opinion; or
A substitute for independent professional advice.
Users should independently verify requirements applicable to their institution.
Use of the Platform, including access to Mission resources, does not guarantee:
Prevention of safety incidents;
Complete compliance with applicable law;
Elimination of safeguarding risks;
A particular NSSB result;
Recognition;
Certification;
Government endorsement; or
Any particular institutional outcome.
School safety remains the responsibility of the relevant institution and its governing authorities.
Information published on the Platform concerning the National School Safety Benchmark (“NSSB”) is subject to the applicable assessment methodology and programme documentation.
NCSS may update assessment criteria, processes, thresholds and methodologies.
Use of the Platform does not itself constitute completion of an NSSB assessment.
Where an assessment is undertaken, the relevant assessment terms and protocols shall apply.
Certain Platform features may require registration.
Users must provide information that is:
Accurate;
Complete;
Current; and
Not misleading.
Where account credentials are issued, the user is responsible for maintaining their confidentiality.
You must notify NCSS promptly if you suspect:
Unauthorised access;
Credential compromise; or
Misuse of your account.
You must not share access credentials with unauthorised persons.
Where a school or institution creates an account or submits information through the Platform, the institution is responsible for ensuring that its authorised representatives:
Have authority to submit information;
Provide accurate information;
Comply with applicable laws;
Do not submit unnecessary personal data; and
Follow applicable Mission requirements.
NCSS may request verification where reasonably necessary.
Users may be permitted to submit:
Institutional information;
Documents;
Photographs;
Stories;
Testimonials;
Feedback;
Comments;
Forms; or
Other material.
You remain responsible for material you submit.
By submitting material, you represent that:
You have the necessary rights and permissions to submit it;
Its submission does not violate applicable law;
It does not infringe third-party rights; and
It does not contain unlawful or harmful material.
Where you submit institutional material for Mission-related purposes, you grant NCSS a non-exclusive, limited right to use such material for the purpose for which it was submitted, including:
Assessment;
Verification;
Programme administration;
Research;
Reporting;
Documentation;
Publications;
Institutional stories; and
Mission communications,
Subject to the applicable permissions, Privacy Policy and specific programme terms.
Ownership of pre-existing institutional intellectual property remains with the Institution.
The Platform may relate to school safety and therefore may involve information concerning children.
Users must exercise particular caution when submitting information involving children.
Unless specifically required through an authorised process, users should not upload:
Children's personal information;
Medical records;
Counselling records;
Individual safeguarding case files;
Aadhaar information;
Photographs identifying children;
Contact information; or
Other sensitive personal information.
Where submission of children's information is necessary, the submitting institution is responsible for ensuring that appropriate legal authority, permissions and safeguards exist.
NCSS will process personal data in accordance with its Mission Safe Schools Privacy Policy and applicable law.
Use of personal information through the Platform is governed by the Mission Safe Schools Privacy Policy.
The Privacy Policy explains:
What information may be collected;
Why information is processed;
How information may be used;
Data sharing;
Retention;
Security;
Rights and mechanisms available under applicable law; and
Grievance handling.
Users should read the Privacy Policy before submitting personal information.
Unless otherwise stated, the Platform and its contents are owned by, licensed to, or otherwise lawfully used by NCSS.
This includes:
Mission Safe Schools name and branding;
NCSS branding;
Logos;
Text;
Graphics;
Designs;
Frameworks;
Methodologies;
Assessment tools;
Reports;
Publications;
Training resources;
Videos;
Audio;
Software;
Databases;
Website architecture; and
Other proprietary content.
All rights not expressly granted are reserved.
Subject to these Terms, NCSS grants users a limited, non-exclusive, non-transferable and revocable right to access and use publicly available Platform content for legitimate, non-commercial informational purposes.
You may not reproduce, distribute, modify, commercially exploit, sell, license or create derivative works from proprietary NCSS content without prior written permission.
Unauthorised copying, republication, distribution or commercial exploitation of Platform content may constitute infringement of applicable intellectual-property laws.
Requests for permission to reproduce NCSS content should be directed to NCSS through its official contact channels.
“Mission Safe Schools”, “NCSS”, associated logos, programme names and other marks may constitute trademarks or proprietary identifiers of NCSS or their respective owners.
Nothing on the Platform grants a licence to use such marks.
The name or logo of NCSS must not be used in a manner that:
Implies endorsement;
Implies government certification;
Creates a false association; or
Misrepresents an institutional relationship.
The Platform may contain references, links or integrations involving third parties.
NCSS does not necessarily control third-party:
Websites;
Platforms;
Content;
Services;
Policies; or
Security practices.
Accessing third-party services is at the user's discretion and may be subject to separate terms.
Links to external websites may be provided for convenience or informational purposes.
The presence of a link does not necessarily constitute:
Endorsement;
Approval;
Partnership;
Certification; or
Responsibility for the third-party website.
Users should review the terms and privacy policies applicable to external websites.
NCSS seeks to maintain reasonable availability of the Platform but does not guarantee that the Platform will always be:
Available;
Uninterrupted;
Error-free;
Secure;
Compatible with every device; or
Free from technical defects.
NCSS may temporarily suspend access for:
Maintenance;
Security;
Upgrades;
Technical issues;
Operational reasons; or
Circumstances beyond its reasonable control.
Users must not attempt to compromise Platform security.
This includes attempting to:
Gain unauthorised access;
Access restricted areas;
Introduce malware;
Circumvent authentication;
Conduct denial-of-service attacks;
Interfere with databases;
Exploit vulnerabilities; or
Access another user's account.
Suspected security vulnerabilities should be reported to NCSS through its official contact channel.
You are responsible for:
Your use of the Platform;
Information submitted by you;
Maintaining account security;
Obtaining necessary permissions;
Compliance with applicable law; and
Any consequences arising from misuse of the Platform.
NCSS may suspend, restrict or terminate access to the Platform where necessary due to:
Violation of these Terms;
Fraud;
Misuse;
Security concerns;
Unlawful conduct;
Abuse of personnel;
Protection of children or other users;
Technical or operational requirements; or
Legal or regulatory requirements.
Where reasonably practicable, NCSS may provide notice before suspension or termination.
To the maximum extent permitted by law, the Platform is provided on an “as available” and “as is” basis.
NCSS does not warrant that:
All information is complete;
All information will remain current;
The Platform will be uninterrupted;
All content will be error-free; or
The Platform will meet every user's particular requirements.
Nothing in these Terms excludes a legal warranty or right that cannot lawfully be excluded.
To the maximum extent permitted by applicable law, NCSS shall not be liable for indirect, incidental, consequential or special loss arising from use of the Platform.
This includes, where legally permissible:
Loss of profits;
Loss of business opportunity;
Loss of data;
Loss of anticipated savings;
Loss of reputation; or
Reliance on information available through the Platform.
Nothing in these Terms excludes liability that cannot legally be excluded.
To the extent permitted by law, a user agrees to indemnify NCSS and its officers, employees, representatives and authorised personnel against third-party claims, losses and reasonable expenses arising from:
Breach of these Terms;
Unlawful use of the Platform;
Misrepresentation;
Infringement of third-party rights; or
Material unlawfulness in content submitted by the user.
This does not apply to the extent caused by NCSS's own fraud, wilful misconduct or non-excludable liability.
References to government bodies, ministries, commissions or public authorities on the Platform shall accurately reflect the nature of the relationship.
Unless expressly stated and verifiable, participation in Mission Safe Schools does not mean that an institution:
Has been certified by the Government of India;
Has been approved by a ministry;
Has been recognised by NCPCR;
Has been endorsed by the Prime Minister's Office;
Has received government certification; or
Has obtained statutory compliance status.
NCSS may modify, expand, reduce or discontinue any aspect of the Platform.
This may include:
Content;
Features;
Tools;
Registration mechanisms;
Assessment interfaces;
Publications;
Digital resources; and
Other functionality.
NCSS shall endeavour to provide reasonable notice for material changes where practicable.
NCSS may update these Terms of Use from time to time.
The updated version will be published on the Platform with a revised effective date.
Continued use of the Platform after an updated version becomes effective constitutes acceptance of the updated Terms to the extent permitted by law.
NCSS maintains a zero-tolerance approach towards exploitation, abuse or misuse involving children through the Platform.
Any user who becomes aware of conduct involving immediate risk to a child should take appropriate action through the relevant emergency, statutory or safeguarding mechanism and may also notify NCSS through its official channels.
The Platform should never be used as a substitute for mandatory reporting or emergency intervention where such reporting is legally required.
Content on the Platform is intended for information, education and institutional-development purposes.
It should not be treated as a substitute for:
Legal advice;
Child-protection advice in a specific case;
Medical advice;
Psychological advice;
Police investigation;
Government inspection; or
Professional advice from an appropriately qualified person.
NCSS shall not be liable for interruption or failure caused by circumstances beyond its reasonable control, including:
Natural disasters;
War;
Civil unrest;
Government restrictions;
Pandemic or epidemic;
Cyber incidents;
Telecommunications failures;
Power failures;
Infrastructure failures; or
Other comparable events.
These Terms of Use shall be governed by the laws of India.
Subject to mandatory statutory rights, disputes relating to these Terms shall be subject to the jurisdiction of the competent courts at:
Noida, Uttar Pradesh
If any provision of these Terms is held to be invalid or unenforceable, the remaining provisions shall continue to apply to the maximum extent permitted by law.
Failure by NCSS to enforce any provision of these Terms shall not constitute a waiver of its right to enforce that provision subsequently.
These Terms of Use govern use of the Mission Safe Schools Platform.
Participation in Mission Safe Schools, voluntary contributions, assessments, recognition, institutional engagement and other programme-specific matters are additionally governed by the applicable Mission Safe Schools Terms & Conditions, Privacy Policy and any specific written agreement or programme documentation.
Where a specific written agreement conflicts with these Terms of Use, the specific written agreement shall prevail for the subject matter covered by that agreement.

Electronic records may be retained as evidence of acceptance, subject to applicable law.
